Zoning reforms work: evidence from Auckland’s housing success

In 2016, Auckland began to tackle its housing crisis by adopting zoning reforms that allowed for more housing on most of its urban land. The results? Housing supply increased, rents decreased, and tens of thousands of Aucklanders gained access to more affordable homes.

 

Despite these positive outcomes, some critics have called these findings a myth. Their informal critiques—spread through blogs and social media—have even been cited in policy processes. But do these critiques hold water?

 

Our research dives into the claims and finds them flawed. The critiques misinterpret the original studies' methods and rely on poor analyses. The evidence from Auckland remains robust: zoning reforms boosted housing supply and reduced rents. There is no reason to delay further zoning reforms.

 

The takeaway is clear: Auckland’s success with upzoning provides a template for other cities facing persistent housing challenges.
